Dili, August 19th, 2024—Technicians from the Agency of TIC TIMOR I.P. provided today training on the use of the Office System, Human Resources System and Official Website to the employees of the Ministry of Strategic Planning and Investment (MPIE) at the MPHI office building in Hudi Laran.
The objective of the training aims to increase the capacity of the non-technical of MPIE's employees, with a view in facilitating the provision of services in a more efficient and effective way. The Digitization System aims to improve administration services, namely, information archives and digitization of the management including other services in a way of using the Official System, Human Resources System and Official Website. TIC TIMOR itself is currently using the System, which helped a lot in carrying out its services.
At the beginning of the training, the Executive Director of the TIC Agency TIMOR I.P. Mr. Venâncio Pinto, clarified that the cooperation established between the Ministry of Planning and Strategic Investment (MPIE) and the TIC TIMOR I.P. Agency, becomes as a form of the implementation of the program of IX Constitutional Government attributed to TIC TIMOR, as a pertinent mission to develop and implement the Electronic Government throughout the national territory of the country.
"Today, MPIE and TIC TIMOR marked a new important step, in their effort to achieve the program of the IX Constitutional Government manifested in the implementation of Electronic Government. Speaking about Electronic Government, we should now begin the transformation from manual form to the digitalization, considering that this mission becomes pertinent requirements that we should fulfill in the year 2025, before joining the ASEAN and the World Trade Organization (WTO)”.
The superior also emphasized that, the existence of TIC TIMOR I.P. Agency. is considered important, considering that, as a State Institution, its service role focuses more on the management of Electronic Government infrastructure, aims to guarantee the connectivity line to all State Institutions, in order to obtain connectivity services.
The top leader also highlighted that the training provided by the TIC TIMOR technicians becomes as a package of the program of IX Constitutional Government related to Electronic Government, provided for in terms of number 2.8 with regard to the Information and Communication Technology (ICT)) and 6.7 in regard to the e-Government.
Today, it becomes an important day for participants, considering that the training package becomes as the first stage of introduction of the digitalization for state institutions. When State Institutions are systematic, they will however providing opportunities in establishing communications and correspondence in an easier and effective way through the Electronic Digital System.
The Executive Director recommended at the same time to participants in focusing carefully and taking advantage of this good opportunity. Considering that the purpose of this training becomes as a means in obtaining in-depth knowledge related to the use of the System, in accelerating services in a more effective and efficient way.
On behalf of the TIC TIMOR Agency, the Executive Director conveyed his gratitude to the MPIE for its trust to TIC TIMOR I.P. in carrying out the implementation of Electronic Government and expanding the role of TIC TIMOR for Ministries. "Our Good Governance begins now and at this opportune time, with the purpose in achieving form of digitalization in several areas in the future." emphasized the Executive Director.
On the same occasion, the Director General of the Ministries of Strategic Planning and Investment (MPIE) Mr. Celso Oliveira, emphasized that, during these times, he obtained incoming and outgoing letters, including dispatches in manual form, by this way, this training becomes as a form in providing mandatory in the utilization of digitalization in the ministry, and at the same time requesting employees in complying with full responsibility rules which will be established.
When this training is over, we will move forward with the Ministry's diploma, therefore, the representative structures in the Ministry, starting with the Minister until the lower level, will be mandatory in using the electronic form for incoming and outgoing letters, including dispatches.
The Director General of the MPIE conveyed his sincere gratitude to the Executive Director of TIC TIMOR and the team, who have the willingness to share in-depth knowledge regarding the utilization of the Systems, thus being able to facilitate the services provided through quality electronic forms.
Meanwhile, the opening of the training was attended also by the head of department of the TIC TIMOR I.P. Agency as well as those from MPIE.
